“We will finally achieve what has long been overdue, an effective means of regulating the issuance of SIM cards to curb the spread of spam text message and scams,” remarked President Ferdinand R. Marcos Jr. as he signed Republic Act (RA) No. 11934 or the Subscriber Identity Module (SIM) Card Registration Act at the Ceremonial Hall in Malacañan Palace on October 10, 2022.

Under RA No. 11934, SIM card users are required to present a valid identification document with photo to all public telecommunications entities (PTEs) or direct sellers for the purpose of registration. Information that will be acquired through the said registration will be treated as confidential unless users authorize access.

Telecommunication firms are then mandated to ensure the registration of existing pre-paid SIM card cellphone subscribers within a given period of time. However, SIM card holders who fail to comply with the registration would authorize these firms to deactivate mobile services under the force of the law.

“Indeed, with the signing of this law, we set the important tone that it is our national policy to ensure that technology shall only be used to improve our people’s lives,” the President said, noting that his Administration continues to push for the enactment of more similar measures that would bring security, progress and prosperity for the Filipino nation.

Under the newly signed law, telecommunications firms are directed to disclose the full name and address of the SIM card users upon a duly issued subpoena or court order. Apart from this, law enforcement agencies conducting probes on crimes committed through mobile phones may submit a written report to the said firms for access to information of the SIM card registration.

The SIM Card Registration Act is the consolidation of bills from the House of Representatives (House Bill No. 14) and the Senate (Senate Bill No. 1310).
