A barangay clean-up program
A municipal flood response
A national education policy
They determine whether each concern should primarily be handled by the national government, local government, or both, and explain their reasoning.

Groups identify a real problem in their community and develop a Local Governance Action Plan.
They identify:
Local Problem → Who Is Affected → Who Should Act → Proposed Action → Expected Result
The activity helps learners examine how decentralization can connect local needs, government authority, and public service delivery.

Students choose one service provided by their local government and identify:
