The Discaya couple named lawmakers, DPWH personnel, and other officials who allegedly demanded kickbacks from the projects they handled. Among them are 17 current and former members of Congress. According to several DPWH insiders they spoke with, the money was allegedly intended for House Speaker Martin Romualdez and Ako Bicol Partylist Representative Elizaldy Co.
