Corruption did not decline in many American cities because politicians suddenly became more honest. Local governments introduced civil service examinations, professional city managers, transparency rules, competitive salaries, and systems that distributed authority instead of concentrating it in a few hands. PGMN Anchor Orion Perez Dumdum argues that this history exposes the weakness of relying on moral lectures and repeated investigations. When rules reward secrecy, inefficiency, scarcity, and concentrated power, even ordinary people are pushed toward shortcuts just to survive or get basic things done. For the Philippines, Orion says reform must also address economic dependence. Removing barriers to investment, attracting more global companies, and creating far more jobs could force employers to compete for workers, raise salaries, introduce better standards, and weaken the poverty that keeps patronage politics alive. A citizen with secure work and a decent income becomes harder for politicians to control through envelopes and temporary aid.
