Former House Speaker Martin Romualdez will submit a supplemental counter-affidavit to the Office of the Ombudsman. His lawyer Ade Fajardo said the submission would also include the reported recantation of Orly Guteza, who claimed to be a former Marine and security aide of former lawmaker Zaldy Co. Guteza had alleged that he delivered suitcases containing cash to Romualdez. Fajardo said the supplemental affidavit contains sworn statements from 25 former drivers and security aides of former Congressman Co. He said the 25 former personnel denied delivering money to Romualdez or other politicians or government officials. In their sworn statements, they claimed they were encouraged to join a group of witnesses in exchange for money. The Ombudsman earlier tagged Romualdez as a “central figure” in the alleged diversion of public funds intended for flood control projects.
