In May, the United States asked the Philippines for something almost no country has ever requested for a business park: diplomatic immunity over 4,000 acres of farmland in Tarlac.
Manila said no. Publicly. Within days.
And then the deal sped up.
This is the story of why. It runs through a bankrupt mine in the Mojave Desert, a Chinese export ban, a Pentagon that now buys mining stocks and sets commodity price floors, and a grassland in Tarlac that the world's most powerful economy suddenly needs. Along the way: the receipts nobody's reading — a nickel-processing study, a minerals railway, fifty companies lining up — and the Filipinos who marched on the US Embassy to stop all of it.
Nobody outside the negotiating room actually knows what this deal is for. The answer to the immunity question is buried at the end — and it explains why every documented American dollar so far stops in Luzon, while seventy percent of the minerals sit south.
